請教8老師、PJIANG老師等大拿--父母NOT eligible to file an AoS. Case 轉到NVC

父母去年11月探親來美，我今年3月給父母辦移民，因為案件積壓直到這兩天才收到USCIS的信，說我父母 not eligible to file an AoS. Case 轉到NVC。詳見下圖。請問這種情況是正常的嗎？
