registration and signature of the registrar. A Notarial Certificate in itself
may not be adequate evidence of the facts claimed, and is best used in
conjunction with primary and contemporaneous secondary evidence: old land deeds
and old family registers; letters or money receipts; family records from
countries that have reliable public documents; school and medical records.
Please submit a complete copy of your birth certificate, which shows the name
of the beneficiary as your natural parents.

-It seems this IO is very picky or inexperienced because normally USCIS know most Mainland-China born adult do not have the Birth Certificate like American, and they accept the Notarial Birth Certificate of the Chinese.
If you have 舊戶口簿 which include you and your parents, then you may just do this 舊戶口簿公證 and provide the copy of it with the copy of your old notarial birth certificate. Otherwise, if you do not have 舊戶口簿, you may just do a family relationship of you and your parents (家庭關係) 公證 and then provide the copy of it with the copy of your old notarial birth certificate.
