我是2010年11月的pd，當時是eb2。換工作後，新公司正要辦perm, 但現在由於eb3放水，猶豫要不要轉eb3。 想請問，此時我的perm必須還是eb2麽，這個eb2，3的決定是perm時候決定的，還是I 140時候決定的呢？ 
-It depends on the job requirements which decide the PERM to be EB2 or EB3, then decide the I-140 to be EB2 or EB3.
