 I did use that link  using ACWIA higher education database instead of all industries database to get the prevailing wage for my job category. The ACWIA database came up with 30K more at least for this category. Strange,but it is true for my category.I know this ISS dude is trying to make some money from me or my boss desperately. 
-You may choose a different occupation code in the same category which has a lower wage. For example, a person conducts research in Animal Science, then he may choose one of the following codes: Biological Scientists, Biomedical Engineers; Agricultural Engineers Life Scientists, Zoologist, etc.  As long as your job description includes some responsibilities related to any one of these field (not need completely match), you will be fine. The IO does not know your field, anyway. So, you just describe your job to match the field you choose for the H-1 petition.
You may hire a lawyer to help you, if necessary, because your school may trust a lawyer.

 I don't know what to say to him. SIGH.....................
What should I do to persuade him to believe that to change job category is not an issue? Any idea?
Antually I just sent him an email,saying that hypothetically if I get a job from another university or company I could get my H1b extended under another similar category with no problem.
Don't know what he is gonna say about that. He is such an j*****s.
