不過05年的時候我已經給他申請了移民了（I-130)。我想讓他在決定是否要移民之前來旅遊，看一看。不知道這個簽證的難度有多大？
哥哥在中國已婚，這次隻是一個人來。他申請探親旅遊會被拒簽嗎？

-Tell the truth and justify that he will return to China after the short visit (e.g. the immigration will occurs several years later and he will apply for the immigration visa in China at that time, his family members are in China, etc.). He has a chance there.
