表弟3年前以高中留學簽證進入美國，5月20日高中畢業， 3年來沒有離開過美國。現在已經收到一個大學的offer, 9月開學。前段時間在美國申請歐洲國家簽證被拒， 理由是他已經沒有美國合法身份。

請問他現在是否有合法身份？ 

-He has no legal status from May 20 to the date of the new semester begin in September (the new I-20 effective date), but he can stay in US legally during this period of time. Then, his F-1 status will be reinstated when the new I-20 is effective and he registers the new school.
