Green card hold is still a Chinese citizen, so just following the Chinese adoption policy in China. The problem is that you need to live physically with the adopted child for 2 years and then, you can sponsor him green card. So, you need to bring him to US or you go to China to live with him for two year. If you want to bring him to US, he can try to apply for the B2 visa (I am not sure whether it is easy for him to get the B2 visa though), then he can renew the B2 status within US again and again for two years.
