What is postsecondary school?

What is postsecondary school? Is it high school?

If I have worked in University in China. Can I choose Human Resource officer of school as reference? Or do I have to ask the head of the department?

I have my documents in Human Resource Center, Can I directly ask human resource center for the proof in order to certify my work experience?
