-I-140 filing is counted to have immigration intent, but it does not affect TN application (this is special to TN status only) and will affect B1/B2, F-1, application, etc. Canadians using the passport to enter US = apply for B2 status, so if they have pending or approved I-140 and just use their passport to enter US, they may have possible trouble.
