-The problem is that how she can maintain her legal status and adoption does not solve this problem in a short time. She may change her status to F-1 (F-1 can be one year in high school, but may need to pay tuition) or extend her B2 status.

By the way, adoption is complicate, and the procedure is very different based on your status (US citizen, green card holder or non-immigration status holder).
