-It is "無犯罪記錄證明".

在哪裏辦理，中國還是美國？

-Both in your mother's case if the fingerprinting fails.

-Yes.

能詳細說說嗎？

-In China, ask the Chinese 當地公安部門 to issue a certificate and then, go to the Notary Department to notarize it just like notarizing the birth certificate.

In US, just go to the local Police Department to get it (normally in the local courthouse).

3）我們可以現在去辦理這個"non-criminal record certificate"嗎？

 

還是必須要等USCIS的通知？

-Yes. But you may do it in China in advance just in case it is needed because it takes more time.
