來美旅遊探親簽證申請DS160表問題請教

美領館填寫指南上說：
While the third party can assist the applicant in completing the application, he or she must instruct the applicant on how to endorse the application on his or her own behalf by clicking the “Sign Application” button.

是不是我在美國這邊幫父母填好表，他們必須在國內登錄進去 click the “Sign Application” button？

我不能在這邊提交表格麽？
