Change status from H-1B to J-1, URGENT

Currently I am working and living in US on H-1B. I am a canadian citizen. I will start a new job on J1 in July. The job won't sponsor H-1B

1. Can I across border and reenter US to get J1 visa? The address on J1 form will be my US address.

2. The new job starts in July, when shall I get J1 visa stamp at border? I want to keep my job as long as possible

3. Currtney, H-1B amendment pending, USCIS needs a certificate to approve my H1B ammendment. I did not have this cerficate when I applied for H1B visa before, since attorney dis not know I need this certificate for H-1B approval. If I can get it next month, is USCIS going to pay attention the issue date and figure out I did not have this certificate when I got my H-1B visa approval before? In another words, Is USCIS concerned why I get this cerficate recently?

4. What is the difference if I get J1 visa at border before and after withdrawal H-1B ammendment? I need to work for 3 years on J1 visa
