If ISO hasn't entered out-of-status into SEVIS, and if your department/advisor will write a letter/proof for you about your not being full-time, ISO might accept (but usually you should get ISO reduce courseload pre-approval before semester begins) If ISO don't accept or already reported to SEVIS, then you have to do what they say for reinstatement. It's important for a F1 to keep full-time student, if need to reduce courseload ot take a semester off, must get ISO pre-approval and can't just take off by yourself without telling ISO/department.
