-Based on the policy of the Chinese Consulate, the answer is No, but if you really have no choice, you may just try to see whether the consulate officer can make some compromise for you though I still think they may not do it for you (not hurt you, anyway). Explain your situation and show your child's illness proof such as Dr. diagnose, hospital bill, etc and also bring your child birth certificate to prove the relationship between you and your child.
her passport will expire in two weeks, we are 3hrs drive from houston now, we are from another state. I still can't understand why we need to come personally no mailing service??? I don't have more vocation time available anymore.
