H-1B home-travel advice needed

Does anyone know what is the current process for getting a H-1b visa stamp in Beijing? I have had an interview in the U.S. embussy for a H-1b stamp two years ago, so I remember that next time when I go home I don't need to have an interview (just have some banks to do it for me). Is it still the case now? Or are there any new policies?

Here is my particular situation:
-- H1-b will expire in next April
-- submitted LC application this April but haven't had any progress (The State of Michigan is still working on applications from August 2003)

Do you think it will be safe for me to travel? Any advice will be greatly appreciated!
