q1: You must apply for transfer to F1 before your last date of your payroll.No risk.My friend met similar problem as yours but USCIS took over two years to approve his F-1 case.
q2: No any sample letter.You should go to university's international student office and consult with them.They will help you how to write the letter.It's very easy that you just address why you want to change your plan to F-1 such as you like to add more knowlege, etc.
q3: Actually NO because you are in America.USCIS officilas don't care your immigration intention,They ONLY take care of your materials and your status.
