how to deal with removal order

My friend has had a removal order and married with a US citizen.He filed I485 and was asked to do fingerping and to submit medical report. Now he is scheduled for an interview in December. But so far he has never been asked to submit a waiver of removal order. So such a waiver is not needed? Or will they  ask it during the interview? Any advices will be greatly appreicated. Thanks.
