簽證官是說了再來簽證不用花錢了。
-If your sister's visa application was rejected (not accepted) due to not providing enough documents, she can use the 交錢的收據 for the next application, but if her applicantion was denied, normally the VO sholud take the payment and she of course has to pay the fee again. So, you should ask your sister what the VO said about her application (the VO should have given some writen notes to your sister).
