Why do I need to bring I-134 for my follow to join case intervie

Hu*****and got green card through EB2, now wife files follow to join. Two weeks before the interview, the local consultate contacted the wife and asked her to bring ``Original Affidavit of Support I-134 completed & signed by your spouse"


Is this a mistake made by the consulate? I thought I-134 is for non-immigratio visa. If so, how to answer Item 11 in I-134?
