-Have your wife filed her I-485 to USCIS yet? If no, she may not file it until get the J1 waiver. If yes, she still can file J-1 waiver because J-1 waiver is irrelevant to the I-485 filing two different things). You can file J-2 waiver independently, but J-2 waiver is somewhat complicate because the Chinese Embassy may not issue the document to you as you mentioned here.
There are two possible ways for you to get the J-2 waiver:
1.Apply for Interested Government Agency (IGA) waiver. Sometimes DOS can sponsor a J-2 as IGA for independent waiver. Here is a link for your information:

Because application for J-2 waiver through either IGA or Advisory Opinion is somewhat complicate, you had better find an experienced lawyer to help you.
