重新遞交I-485 再請教。

1. Do I need to explain why I got denied in the previous submission in the cover letter? I know that there is a place to write a sentence in the I-485 form about when and which center was denied.

2.Is it safe to mail out the materials on 9/30/2012, if my priority date is current in October?
