-No. "Foreign student" measns F-1, M-1 or J-1 student. H4 is not a "student" from immigration point of view (of course H4 holder can be a student from the school point of view).

-Your child may be qualifed for in-state tuition if she enroll a school in your state (check it with her school for the qualification). If she enroll a school in another state, she needs to pay the out-state tuition like other US citizen/green card student from other state.
另外她需要考托福嗎?
