You could explain it in detail that why your hu*****and said never arrested. And the officer asked him to provide the Court Dismiss copy to know what crime he did. If there's no crime charged finally, it should be fine. The officer should approve your hu*****and's case.

I'm not a expert, my words are just based on my own opinion.
