H1B RFE請教

我收到了h1b RFE. 從未聽到過h1b RFE.

情況如下：Sr. Civil Engineer. H1B Transfer from Company A (in Virginia) to Company B (in Indiana).現有 Professional Engineer licenses in Virgina and Ontario.但沒有Indiana的PE license.

移民局ask for license in Indiana.

公司的律師經驗不足，不知如何應對為好。請大家指教該如何應對。
