-Not true. Because her spouse's filing of I-539 to change H1 to F2 is based on her F-1 application, her spouse should say "Yes" to Q2 (and Q3-1) though her F1 application is just filed together (can be considered as approved F1 in this case becuase the F2 will not be approved until the F1 approval).

This question 2 is similar to the I-485 filing together by the primary applicant and dependent, and then the dependent answer to Part 2 Qb.
