急！！！拜求I-20問題！！！表弟暑假期間是否可以呆在美國？

表弟去年來美讀高中（非移民，持中國護照），學校I-20按10個月有效期簽發，即去年八月至今年六月有效。2012-2013學年繼續在這所高中學習，學費已交。學校Internation center 老師說新的I-20有效期是從2013年8月開始到2014年6月， 那6月25日放暑假至8月收到新的I-20 前有兩個月左右的無身份時期，這樣是否可以呆在美國（表弟想在這裏補習SAT），呆在我這裏？

-He is legal to stay in US because his new I-20 has been issued. He can have the gap up to 5 months between the old I-20 expiration date and the new I-20 effective date and legally stay during this period of time.

是否屬於非法留在美國？，，是否要求學校在放暑假前給表弟新的I-20，這樣什麽問題都沒有?
