請教8老師，USCIS 是什麽順序發綠卡的 Visa Number ？

是按 receipt date 還是 priority date？比如說，我的 I485 的 PD 比別人的早,但 RD 卻要晚，USCIS會先處理（發 Visa Number 給）誰？
