請各位大俠解釋一下 March 2012 Visa Bulletin 上的 "2 月8 號"是怎麽回事?

三月份的 Visa Bulletin 第一段寫到:

"Allocations were made, to the extent possible, in chronological order of reported priority dates, for demand received by February 8th."

請問這是說隻有在2月8號以前收到的I-485申請才會在3月份處理嗎? 可是3月份Visa Bulletin的是在2月8號才貼出來的. 2月8號之前連我的Priority Date是否會到3月"當前"都不曉得,怎麽可能在2月8號前遞交I-485呢?

請各位大俠解釋一下這個"2月8號",不勝感激!
