-As I said above, you can not 提出申訴 because there is not immigration law you can use to support your申訴. The immigration law and US Government give the visa officer in the US Consulate outside US the abolute power to approve or deny a visa application of a foreigner and you have no right to 申訴 if your application is denied.
The only thing you can do is your child can apply for the immigration visa again later and you provde the evidences which is enough to convince the visa officer that your marriage is true, for example, the time of your marriage maintenance, your permanent green card (this is the most powerful evidence because that means USCIS have completely recognized your marriage is true), joint-tax return, joint-house onwer, joint bank account, joint-insurance account, joint-credit card account, etc.
