If the child is US born, he/she can reclaim at any time at a US consulate and get a US passport. Even if he is born to a diplomat or he has renounced US citizenship before, he can get it back as long as US born. The only exceptions are renounce due to evading tax or expatriation, or has used diplomatic immunity to evade US procecution, as stated in related articles in 8CFR.
