A question about NIW-Thanks for information.

I DIY my NIW and have a question in the petition letter.Ususally we say in the introduction like this,

The evidence submitted herewith will specifically demonstrate that I qualify for a National Interest Waiver under the standards set by In re New York State Dept. of Transportation EAC 96 063 51031, (AAU, Aug. 7, 1998).

 

Can the words "the standards set by In re New York State Dept. of Transportation "  be used in every individual case?  or Each different case have different standards-by different major? My understanding is that NYSDOT set this standard and followed by each case. Thanks for your suggestion
