You have to be in US more than 1 year before sending your application to Buffalo, otherwise you have to apply in Beijing even you are in US. The total processing time in Buffalo is around 1 to 1.5 years based on your case (with or without interview, when will you send police certificate, etc), therefor total 2.5 years is general.
