再次請教pjiang關於I-539的問題

pjiang大師您好,

我想在H-1B到期之後轉成B-2. 上次您說填I-539時最好附上一封信,說明自己為什麽要申請B-2簽證. But in USCIS's online application system, there is only question forms and they did not provide space for an application letter to explain the reason for the change of status. Does it mean that I'd better file a paper application to include a letter? Thanks a lot!
