When you 7月反美, you may not use the new H-1b approval notice which starts at 2011年8 月.  Otherwise you need to enter US only within 10 days of starting date. So CBP did not make any mistake when admitting you, and now they even gave you such a big break.

I think I would go to get lottery if I were you.
