PERM at pendency of I-140?

請問各位大俠，

Copy of PERM at pendency of I-140 是啥啊？ 曾經向律師索要過LC，律師發過一個11頁的掃描件，是ETA form 9809。 每頁最下有This certification is valid from xxxx date to xxxx date.我看著像LC的申請表。實在不知道它是不是Copy of PERM at pendency of I-140. 肯請大俠們賜教。
