-As far as I know, every year around the Chinese New Year (春節), the Chinese Consulate in Houston go to Atlanta and offer some kind of services there such as passpsort renewal, Chinese visa application, etc. So, you may contact the Chinese Association in Atlanda for this kind of information. Thus, you do not need to go to Houston. By the way, you still can renew your passport even if after it expires.
