-That is correct, but it does not mean you can not file I-824. Just like that you file I-485 when you PD is current, but if your PD is retreated after your I-485 filing, USCIS will not approve your I-485 until your PD becomes current again.
If I-824 not processed, how can I be sure what USCIS will do?
-When you get the I-824 filing receipt, then you can use it as proof of your I-824 filing and the receipt date of your I-824 is the date your child age is frozen.
My I-485 will only be submitted after Jan 01, 2012 and it deems approval after she is 21.
-It does not matter as long as your I-824 is filed before your child turns 21.
