Another way is to substantiate your listening, writing, reading and speaking skills by evidence, such like your article etc., but how much you can get is at the sole discretion of the CIC officer, that may leave uncertainty and decrease the chance of waiver on interview. By taking IELT, for each module, if you get 7 band score, you will get 4 points for CA immi purpose, this is with certainty and is not at the officer's discretion.
