This is normal because INS has too many case to process, it's very easy to oversight sometimes. But immigration law emphasises that you are responsible for your status, not INS. When you apply GC or citizenship, your history will be checked very carefully and most likely they will find out you still have two-year obligation to fulfill. Unless you fullfill that requirement, or get a pardon from immigration court, or get waiver in some way, the door of US will keep closing.
