-Correct.

如果 Consular Processing is Employee Base, 對孩子年齡的要求是interview 時 < 21?

-I guess what you means is that your child is doing following-to-join (you file I-824 for your child) using consular processing. If so, it is the time when your priority is current and you filed I-824 對孩子年齡的要求 (CSPA age) < 21, not inetrview時.
