-You may file N-565 to get the repalcement. If you do not want to get the repalcement, you may use the copy of the US passport for the I-130 filing.

what should I put down on line 13 on I-130?

"give certificate number, date and place"

-Yes. It must be filled. If you forget the number, etc., you may visit the USCIS local office to get this kind of information about your US citizenship certificate.
