-The bar means not allowing your mother to enter US and of course, if she is physically in US, there is not "bar" issue. Thus, you can sponsor green card by filing I-130 and she can file I-485 to get her green card without any problem because unlawful presence does not affect the immediate relatives (i.e. wife, parents and minor child) of US a citizen to adjust their status to lawful permanent residents within US no matter how long the unlawful presence is.
