-If your friend entered US with R1, they should have the legal right to work for the Church (sponsor) immediately after they entered US. How could USCIS say "他們在批複之前工作了" and thus, deny their I-485? R1 holder has the right to work for the sponsor (e.g. church) just like H1 holder has the right to work for the company (sponsor).
So, they may need to consult an immigration lawyer because I am confused on what you descibled.
