請問pjiang老師和8老師：父母上次在延期申請pending時(I-94已過期)回國，所以延期被拒

移民局的信裏麵說根據214.1(c)(4) ...... records show the applicants departed the US on x/x/2008, druing the pendency of the extension application, thereby adandoning the requested extension of status. As such, the applicants have failed to maintain their nonimmigrant status and are therefore ineligible for the requested extension of stay, Accordingly, the request for exension of saty is denied.  請問：

1. 現在父母要去再次簽證，請問這封拒信會不會成為問題。

2. 可不可以先不提交這封信，如果簽證官問起時再給？

父母之前來過美國兩次，第一次2003年是按時回去的，第二次2008年就是上麵提到的。
