Maybe you want to go back and read the instrcutions for police certificate carefully. You need to send a fingerprint card for FBI clearence.
1) Go to local police station for FP. Then you'll get the card with your FP's on it.
2) Write a simple statement to indicate what do you want out of this FP card.
3) Attach a clearly printed money order.
4) Send them to the designated FBI address from Canadian instructions.
