雇主要求退回辦理H1B費用是否合理?

3. If you terminate your employment voluntarily or the company terminates
your employment for "cause" before the H1B visa is granted or within 24
months following approval of H1B visa, you will be responsible for repaying
the company 100% of the cost associated with the H1B (excluding the ACWIA
fee). After the completion of 24th month up to and include the completion of
36th month following approval of the H1B visa, you will be responsible for
50% of the cost.

兩年內自願離職要付公司的全部H1B費用,三年內付一半,這個是不是也太久了?

這個要求合理嗎?
