spouse of green card holder

can spouse of green card holder enter US for visiting or business trip with nonimmigrant visa (like B1/2)? I have not file any immigration application for my spouse.

if I file I-824 form, can my spouse enter US for visiting or business trip with nonimmigrant visa (like B1/2)?
