那麽可以將現有申請retract掉，馬上重新申請嗎？

-Yes, but you waste a lot of money. You actually can work for the new employer after you file the H1 transfer even if the start date is in the future. So, you do not need to refile another H1 transfer petition. But if the H1 petition is approved before the start date, you need to stop working and then, work again on the start date.
