In some cases, you can file I-130 as the green card holder to sponsor your relatives such as your spouse, kids and then, upgrade the I-130 after you become a US citizen. But in your current case, as a green card holder, you can not file I-130 for your parents' GC application and have wait until you become a US citizen to do that.
